Job Description
**Job Title:** Senior Manager/Director
**About the Role:**
We are seeking an experienced Senior Manager/Director based in Riyadh to lead and optimize procurement strategy for major CapEx projects. The role involves driving end-to-end procurement processes, engaging key stakeholders, and ensuring cost-effective delivery of capital investments while building a high-performing team.
**Responsibilities:**
- Develop and execute procurement strategies for complex CapEx projects
- Manage the full procurement lifecycle from requirement definition through contract close-out
- Lead tendering, RFP/RFQ preparation, evaluation and negotiation
- Engage with internal and external stakeholders to align procurement activities with business objectives
- Oversee supplier selection, performance management and risk mitigation
- Collaborate with finance and project teams to monitor budgets, forecasts and cost controls
- Drive continuous improvement in procurement processes, tools and governance
- Coach and mentor procurement staff to build capabilities and succession planning
**Required Qualifications:**
- 6–8 years of progressive procurement experience in a leadership capacity
- Proven expertise in non-technical procurement strategy and CapEx management
- Strong stakeholder engagement, negotiation and communication skills
- Demonstrated success managing complex vendor tendering and contract negotiations
- Experience in large-scale project environments with multi-disciplinary teams
- Bachelor’s degree in Business, Supply Chain, Engineering or related discipline
- Leadership track record with team development and performance management
**Preferred Qualifications:**
- Experience in oil & gas, energy or infrastructure sectors within the Middle East
- Familiarity with SAP/ERP procurement modules or similar systems
- Professional certification such as CIPS, PMP or equivalent
- Master’s degree or MBA with focus on supply chain or project management
- Knowledge of Saudi market regulations and Vision 2030 procurement initiatives
