IT Procurement Specialist

Job Description

The Procurement Specialist is responsible for managing sourcing and tendering activities as per the Sourcing plan including all transactional activities associated with procurement, while ensuring compliance to approved policies and processes.

Job Specific Responsibilities:

● Perform all procurement activities relating to requests for proposals / quotations, including preparing documents, collating queries from bidders etc.

● Assist in preparation of annual procurement planning across the organization.

● Maintain vendor relationships and carry out contract negotiation, purchase order creation, order tracking and management and price dispute resolution.

● Conduct Commercial negotiations with bidders during tender process and support in negotiating best and final offer (BAFO) with the preferred bidder. Manage commercial negotiations for all low value purchases below AED 50,000.

● Assist in contract negotiation and agreements with vendors, ensuring alignment with terms and conditions and request approvals from concerned stakeholders

● Perform Commercial evaluations of the tender proposals based on the agreed evaluation criteria and consolidate techno-commercial evaluations based on technical evaluations by the project evaluation team

● Prepare Proposed Tender Release Award recommendation documentation for Tender Committee.

● Prepare and issue Letter of Award to selected vendors.

● Evaluate supplier performance, assess results and provide initial recommendation on supplier performance ratings

● Actively follow up on procurement-related actions to ensure prompt completion and provide necessary escalations to the Procurement Senior Specialist to avoid delays

● Communicate clarifications to end users to ensure that EWEC’s requirements are fulfilled accurately

● Follow up on end-user procurement requirement, aligning with the relevant stakeholders

● Obtain and maintain documentation and signatures by the relevant personnel on purchase orders

● Maintain computerized records containing vendor and bid information and update the database on a regular basis

Job Requirements:

Minimum Education Level

• Bachelor’s degree in engineering, Business Administration, Management, or related field

Minimum experience level

• Minimum of 6 years of experience in Procurement

• Diverse/multi-cultural business industry (obtained from medium to large organisation)

• Multi-national company

• Energy and utility sector
